To all our clients residing in Russia, Belarus, Armenia and Kazakhstan, both Filipino and foreign nationals, please note that the processing and release of an NBI Clearance Certificate is done only in the Philippines. If you are abroad, you can only claim your clearance certificate through an authorized representative in the Philippines or via courier.

Our Embassy can help you in applying for an NBI Clearance Certificate ONLY in the following ways:

  1. Providing an NBI Clearance application form (NBI Form No. 5); 
  2. Validating your fingerprints on the NBI Form No. 5 done personally at our Embassy; 
  3. Notarizing the Special Power of Attorney personally submitted by Filipinos at our Embassy to authorize their representative in the Philippines to apply for the NBI Clearance on their behalf.

For fingerprinting of NBI Clearance applications done at the Embassy, you should personally submit a photocopy of your valid passport and a 2x2 photo, white background taken within three (3) months.

What is an NBI Clearance Certificate?

The National Bureau of Investigation (NBI) is the primary agency of the Philippine Government established for investigative services and laboratory research in relation to crimes and other offenses against the laws of the Republic of the Philippines. This agency issues a clearance certificate for all persons without criminal records in the Philippines.

The NBI Clearance Certificate may be requested by Filipino nationals as well as by foreign nationals who have resided in the Philippines.

 

How do I get an NBI Clearance Certificate if I am not in the Philippines?

You can arrange for your authorized representative to personally submit your application and requirements to the NBI Clearance Processing Center located at United Nations Avenue, Ermita, Manila. Your representative will be the one to claim your certificate and help send it to you.

Processing time takes a maximum of five (5) working days upon the NBI’s receipt of your complete required documents.

Upon your receipt of the clearance certificate, please make sure to check that there is an embossed NBI dry-seal. Also, affix your right thumbmark on the space provided for this purpose.

 

What documents should my authorized representative submit to NBI?

  1. NBI Clearance Application Form (Form No. 5) with validated fingerprints
  2. 2x2 ID photo, white background, taken within three (3) months
  3. Photocopy of the applicant’s passport and one other valid Philippine government-issued ID*
  4. PHP 130.00 pesos (processing fee), cash payment preferred
  5. Special Power of Attorney (SPA) authorizing a representative in the Philippines to apply for NBI clearance on your behalf

For fingerprinting validated by a Consular Officer of the Embassy, applicants must personally appear at the Embassy to be assisted in affixing rolled impressions of their fingerprints on the NBI Form No. 5. Please note that the Embassy charges a processing fee for the validation of fingerprints on an NBI Clearance application form. Additionally, the Embassy charges a processing fee for the notarization of the Special Power of Attorney (SPA). This should be personally submitted to the Embassy by the applicant in order for it to be notarized. For SPA requirements, please visit the Notarials page.

*NOTE: If you have an original NBI clearance certificate issued in the year 2014 or later, you DO NOT NEED to get an NBI Clearance Application Form (Form No. 5) from the Embassy. Just submit your original NBI clearance certificate together with the other abovelisted requirements.

 

If I am unable to go to the Embassy personally, how can I get an NBI Form No. 5 and get my fingerprints validated?

You may send a request letter to the Embassy by email to This email address is being protected from spambots. You need JavaScript enabled to view it. and attach a scanned copy of your valid passport. You will receive an email response once your request is approved. Only one (1) NBI Form No. 5 will be provided per request.

After your request has been approved, please arrange for a courier at your own expense to pick up the blank NBI Form No. 5 using the following mailing address:

Please note that the Embassy assumes no responsibility for any delay or loss in the mail, or while the documents are in the custody of the courier service. The applicant should note the tracking numbers of all envelopes used and submitted.

You can present the NBI Form No. 5 to a police station and request assistance from a police officer to make rolled impressions of your fingerprints on the appropriate sections of the form. The official who administered the fingerprint impression must sign the form and provide you with a copy of his credentials. This document should be translated to English, notarized and Apostilled, and included in your submission of your application to the NBI Mailed Clearance Section.

For applicants who intend to fill out the NBI Form No. 5 without validating the form personally at our Embassy, please also make sure to fill out all information on the form correctly.

For married women, please be advised of the order of writing your name as follows:

Your maiden surname (father’s surname)

Your husband’s surname

Your first name or given name

Your maternal surname (family name of your mother)

I cannot get a Special Power of Attorney at your Embassy or I don’t know anybody in the Philippines who can be my authorized representative. What can I do to apply for an NBI Clearance?

If, for any reason, you can’t arrange for an authorized representative to get your NBI Clearance Certificate for you, then you can try sending your application directly to NBI by courier.

If you wish to have a representative submit your application for you but cannot personally execute a Special Power of Attorney at our Embassy, you can try executing a Power of Attorney in Russian or “Дове́ренность.” You should have this translated to English and, further, have the translation notarized and Apostilled by a local Notary Public or your Embassy or Consulate. This applies to foreign nationals as well.

 

If I am sending my application directly to NBI by courier, what documents should I submit?

  1. NBI Clearance Application Form (Form No. 5) with validated fingerprints*
  2. 2x2 ID photo, white background, taken within three (3) months
  3. Photocopy of the applicant’s passport and one other valid Philippine government-issued ID

The NBI charges a fee of PHP 130.00 for processing the NBI Clearance application.

Payment can be done online by signing up at https://clearance.nbi.gov.ph. Please note that while the NBI will have a fixed charge, different payment service providers collect surcharges of varying amounts.

Please note further that you will have to arrange the pick-up and delivery of the NBI Clearance Certificate via courier at your own expense.

Once you have completed your online payment transaction, a reference number will pop up on your browser. Please take note of it as it serves as the NBI’s reference to check your data and status of your application.

An advance copy of your NBI Clearance Certificate may be transmitted to your email address if you request it from the Mailed Clearance Section by sending an email with your reference number to This email address is being protected from spambots. You need JavaScript enabled to view it..
