We have made it easier for applicants outside of Moscow to apply for visas in Philippine Consulates and Consulates General in St. Petersburg and Vladivostok in the Russian Federation, in Kiev in Ukraine, and Yerevan in Armenia. Application forms may be downloaded from this Web page.
